Is Poppy a peripheral character?

Saw Cranston so I wasn't sure of the criteria.

Reni Santoni is his name and he's been in a bunch of shite.

Poppy was a little sloppy.

Haven't read the whole thread but I don't think Seinfeld brought Reinhold fame or to a bigger spot. Fast Times at Ridgemont was released a decade before this so I don't get him on the list. Anyone have an explanation?
