Has to be Lobo from the DC side. He almost makes no sense for DC.
On the Marvel side, Hercules. He's just kind of classic. Fits the DC mold well.

Noooooo. First there's the WW2 thing that Marvel/Timely directly relate to. Plus his retcon is fairly setup in that very real world scenario.
Second, Marvel is way more military friendly than DC. That's his entire background. I don't see it for Cap. Marvel is always far more tied to the real world than DC is (WW2 for Cap, Race relations reflected in X-Men, etc.). They mimic events, use them in backstories, etc. Cap needs that stuff to work.
DC is way more "otherwordly," Cap doesn't work there.

House of M was pretty great, which is the definitive Scarlet Witch uses his powers to their fullest logical extent storyline.

Agreed. Wasn't thinking of a big crossover event, just a niche little series that psychologically explores reality manipulation with trippy arse painted artwork.

I do agree that DC is much better, traditionally, in treating its obscure characters. That's how that end up with genius like Animalman and Swamp Thing. DC is great at letting writers do whatever the hell they want with its non-JLA characters.
So, I like your general idea. DC should take Marvel characters who have never quite lived up to their potential: Ghost Rider (my previous nom), Cloak and Dagger, Moon Knight (who finally has a good book), Quasar, ROM, Dazzler... something like that. DC is great at the offbeat stuff. Heck, even Doctor Strange has never quite lived up to his potential in his own titles.

Superman in Marvel is a MUST. Carol Danver Ms. Marvel in DC would work just as well.

And I have to agree with this one as well.
Now as for ones outside of these two:
From DC to Marvel, probably the Flash would be next to Green Lantern. Think he'd meld in well there, especially with a Civil War storyline.
As for from Marvel to DC, Daredevil would be right after Punisher. I could see him being Metropolis' nightly threat like Batman is Gotham's.

I don't know about that. Spiderman has mostly nothing but mad scientists, and aside from killing his loved ones (which Green Goblin is pretty good at), I don't see why Joker would make all that great of a Spidey villain. I don't think any hero and villain in any other source material are more suited for each other than Batman and Joker. I think Joker would grow bored with Spidey compared to Batman.

And I think if batman had no knowledge of wolverine, wolverine would slaughter him. Either way, we agree it wouldn't be a good matchup. I would definitely like to see Punisher or Daredevil in DC.

As soon as he brought out his claws, Batman could get away from him pretty quickly, and then track him back down in a matter of hours with a gigantic magnet from Wayne Applied Sciences Division. Wolverine has a very logical weakness Batman can certainly take advantage of.
