Network and Rocky are 1a and 1b. Truly a toss up. They are both better than the rest.
On the contrary, Rocky is about as America cinematic masterpiece as you can get. Rocky rides on pure emotion. The score, the montage, the fight, the conclusion. Few films get you into it's emotional state better than that film.
The only reason you reject is is because you don't want it to work.

If he's the last place news anchor how is it so many people ended up at their windows screaming "I'm mad as hell..." If 1/4th of the windows is the theoretical max he should have had maybe 1/5 or 1/6 instead of the almost half they show in the scene.

Him going on the previous show and threatening to kill himself, then being pulled and put back on, probably primed the pump on his viewership.
That being said, this was pre-cable so even the last place network in an Over The Air era likely has a lot of viewers.
