Maybe. Maybe not. If we are talking the first in the MCU as in released in 2008 when Iron Man came out? Sure. The international market wasn't the same. It's hard to say how it would have done domestically though. Hell, I doubt Brie Larson's comments would have even caused a blip back in '08 since outrage journalism wasn't nearly as prevalent.
But if it was released as first in the MCU now? Who knows? Aquaman hit a billion and I would say that the DCEU was a negative leading into that so there is something more in play with international releases.

The movie was okay but was kind if blah. It's not the worst super hero movie I've seen but not remotely the best either.
