He has to decided which nomination or veto ceremony he wants to use it at. He probably has to tell production before the ceremony.

reading a lot of Twitter and Tumblr responses is 
the youth coming up in this country are ignorant and dumb as the day is long.

I hate to cast judgement on people, especially in such a weird situation like BB, but yeah.
Part of me thinks she's just naive as frick. I think she came in expecting an "experience" and to make friends and gameplay would be secondary. She ended up thinking she made some friends (L6) and ended up realizing she's a pawn.
