Chris Evans looks like Steve Rogers, you mean. Anthony Mackie doesn't look like Steve Rogers, but it's a good thing he's not playing Steve, but rather Sam Wilson.
Anthony Mackie playing a black guy from Marvel comics would be a terrible example of Hollywood race-swapping.

As opposed to going to other countries around the world to tell them it's all about how great America is? That's how he should promote the movie? Or maybe it's smarter to broaden what the movie is about appeal to a wider audience.
He's telling Italians that Captain America represents the same values they can appreciate so they might feel more connected to the character enough to see the movie.

Especially since it was a redemption arc for Bucky. Sam Wilson's Falcon was great in his own right and loved the character in MCU. Ever since F&WS they both have been pure shite.

It is as simple as this, and if they had to go this route, they should've has Sam take the serum.
