Am I remembering wrong, or didn't Cheng die on the oil rig with Jack's dad in Season 6? I know they never showed his dead body, but he was left for dead basically. I think they need to explain how he got off that rig alive.

He was actually alive and turned over to CTU at the end of that season and even slammed Bill Buchanan for letting him take Jack in the first place.
I'm guessing that this season will end "clean" and not on some cliffhanger. If Jack saves the entire world's militaries from being taken over by Cheng and pals then even the Russians might be willing to let bygones be bygones, especially since Jack just killed another batch of Russkies.

Yea, I remember now.
Now, all we need is a Mandy appearance to get all the former 24 villains who are still alive into this season.
