UCLA and Cal could both be powerhouses. The problem is that neither institution is going to make a commitment to becoming a football power. Their facilities are mediocre at best. They are unwilling to pay for outstanding coaches. And the cost of living around either school is outrageous, so the assistant coaches can't live near the campuses.
There is more than enough talent in California for them to be successful. The education available at either one is first rate. They are within metropolitan areas that have all the cultural and artistic attractions you could imagine. They are also located where outdoor activities are practical all year.
It all comes back to institutional commitment. And the focus of both schools has always put academics ahead of athletics.

That kills your argument. The fact that Stanford has the success they do despite all the innate disadvantages they have to overcome is the antithesis of a "sleeping giant".
The Longhorns are the epitome of a sleeping giant. One national title in the last 43 years? Are you kidding me? With their recruiting base, resources, facilities, political power, etc that is nothing less than embarrassing. No school has done less with more than Texas.

They don't win national titles but I wouldn't say they're "sleeping".

They've sucked the last couple years but they have 2 top 5 finishes in the last 5 years. I'd say a sleeping giant is somebody off the map that routinely struggles to get 6-7 wins. That ain't Texas.

I honestly think that it is a little tougher teams outside the south to rise from mediocrity to a powerhouse.

Stanford and Oregon recruit nationally. USC and UCLA can clean up Cali and be there. There is no reason CU Boulder can't recruit nationally either - great University and location.
Baylor could get there with some defensive talent and conference trending down.

20 years ago CU won with players from Texas, Louisiana and Cali. If they can't get it going, they have no chance. The Admin would have to change significantly.

-- Can go north into Pennsylvania and poach recruit with the recent knee capping of Penn St.
-- Just had a huge influx of cash which pretty much wiped out all of their debt and are poised to make a lot of money in the Big Ten
-- Under Armour is emotionally and financially invested in their success like Nike and Oregon.
-- Some tradition. They won a national title in the 50s, was really good in the 80s, and at least has some foundation to build on
-- The closest national power is Ohio St. And they ain't that close.
-- No longer plays in the ACC, a conference that sucked the mojo from FSU in the 90s and Miami in the 00s.

We are on the same page. Texas should be a giant. The are just no performing to capability.
A true sleeping giant is a team in the dumps that could be a power team.
