No, Oakland has given up. They didn't even bother to submit a proposal back in January and this spring Oakland extended the lease at the O.co Coliseum so that the Raiders can still play in Oakland while their new palace is built in Las Vegas since UNLV's stadium is too small for the NFL. The Raiders will be in Las Vegas by 2020.

The only team that I could see moving would be the Clippers moving to Las Vegas, when their lease is up in 2024. Once the Lakers get good again, the Clippers will be the bottom of the LA sports scene again.

That is because every single study looks at all of the stadiums. Of course the #'s never match when you throw in public financing for outdoor football and baseball stadiums because of their limited scheduling abilities. Domed or retractable roof multipurpose stadiums make a lot more money because they can be used for so many other things in addition to football. Then when you add in the fact that it is a destination city so the tax bill is mostly being paid by tourists instead of residents it becomes a good deal.
