They have more than 7 million in cap space right now. They are going to get Horton's 6 million back when he retires because of his back. They will be well able to afford him.

Foligno is a UFA @ 3 million this year that will get at least that offered elsewhere if not closer to 4 million, gotta replace Leopold on D and your backup netminder to go with Atkinson and a couple other RFA's.

Horton's salary will get spread between Bob, Foligno, and a random third. Then there's still 7 million left. Seems pretty tough to figure out.

So tough the offers to Bob before the season were instantly rejected and he broke off all talks with Columbus. You're right.
He wants a very similar contract to King Henrik, 7 years 60 mill 8.5 mill cap hit. Good luck paying him that, resigning the other guys, and improving team because as constructed it's a first round exit team if even a playoff team.

Hey, five years without making the Stanley Cup Finals would surely give the fan of the "best team in hockey" pause. He's written a lot of checks, and they have been bouncing for half a decade.
But it's not just that, it's the complete lack of any appreciation for the sport as a whole. The Caps lose to the Jackets in a game they outshot the Jackets nearly 2-to-1, and I come on here and congratulate the Jacket fans. Why? Because we're all hockey fans and we're a bit of a community. Give 'em a stick tap and we'll get 'em next time. Hog has to make excuse after excuse and can't even manage to admit his team lost. But 5 years of denial is beginning to stack up.
On to other things... Rangers and Caps are finally both playing well, and it's an open question whether they've turned the corner. For the first time in forever, if the playoffs started today, the Metro would get 4 teams in. The Rags have been lights out recently and the Caps have only lost one game in two weeks, and that was in OT.
I don't think either team is out of the woods, as they both dug themselves some pretty deep holes, but it's fun to see an actual playoff race between two teams playing good hockey. And while we're both real far behind the Isles, I'll point out that the Isles are 5-0 in the shootout. A big part of their lead is the skills competition. Shootouts are essentially a coin flip, and the Isles can come crashing back down pretty quick from that.

I can answer that for you: the Rangers are at best a wildcard team that will somehow make it to the second round before being eliminated. Just not all there offensively.
