So then, how does a team go over the cap figure?
Bird rights allow a team to go over the cap to resign a player.

For example, I read a lot about how Houston could first sign lebron or Melo then go over the cap to resign Parsons, but only after they sign the other guy first.
As mentioned earlier, cap holds usually prevent teams from doing this. Guys like Lebron or Melo have extremely high cap holds. I think it's like 105% of last years salary for max guys. But the cap hold for guys like Parsons who were on a rookie contract is extremely low. It's 190% of what he made last year. So in Parsons' case it would only be around $2m. When/if he signs an offer sheet his cap hold will go up to whatever he is set to make in the 1st year of his new deal.
ETA: I was kind of wrong. Parsons' cap hold is the higher of 190% of what he made last year, the 1st year of the offer sheet he signs or the qualifying offer Houston extends to him so that he becomes a restricted free agent. He meets some special criteria so his qualifying offer would be around $3m. Still relatively low though.

Parsons' cap hold is based on his current salary, so it's not that high. so if I'm understanding their strategy, the Rockets can sign a big name FA (or trade for someone like Love), then give Parsons his big extension; or have to match an offer sheet for Parsons, then move Lin (if they haven't already) to create more space, and still get the FA/ trade.

Can the Rockets even acquire Love? Lin and picks certainly won't do it, nor will the Wolves take Lin unless Love straight makes them trade him and that's the best offer. I could see a S&T by adding Parsons to that.

They should go sign Gortat if they will have all this space.
They need that sort of presence. Bosh needs to be playing the 4.

Basically, Miami is gonna spend the entire offseason figuring out how to beat San Antonio in next year's NBA Finals.

They really just need to beef up the bench to be honest. All of their guys who were hitting 3's last year got older and sucked besides Allen or left.
Shane Battier, Mario Chalmers, and Mike Miller were fricking HUGE in last years finals.
This year.. Mario sucked dick and is most likely gone
Shane is retiring
Mike Miller is on the Grizz.
Lewis brought a little to the table but it wasn't enough.

Seems like it's about time Wade developed a 3 point shot.

The wheels are falling off the bandwagon
Time to become a "lifelong" fan of another team for most of them

If he signs for 4/60,he guarantees himself more money. There no guarantee he can recoup that extra $18 mil if he were to opt in to the final 2 years, trying to get another deal at 34.
