I don't think you have to worry about that. Tulane will never have 30k in that place unless they are playing a bigtime school.
Lulz. Sugar Bowl Stadium was the largest stadium in the South. The largest crowd to witness a game in the South was the 1973 Tulane v LSU Game. Prior to expansion of on campus stadiums like Neyland.

Ps: where will 30,000 people park ?
Dude, Tulane had an 80,000 seat Stadium way before the Dome was built.

Just read on the Tulane board that the university will announce it next week. It seems the stadium will in fact happen with the potential to add a retractable roof at a later date.

If Tulane is playing Bama, LSU, Texas then they fill the stadium. If not then 20k MAX.

This ain't 1968 and most of the people that lived around campus are gone. The new people don't know anything about the old stadium and don't care. I hope I'm wrong, but I don't think so. we shall see.

esp football loses money every year
Football only loses money on paper. 85 schollies x 40K in tuition is a huge chunk of change...but the marginal cost of putting a football player into a class is zero. You're already offering that class anyway.

Tuition is now around 52,000 per year.
As for as parking, Tulane can put in parking spaces on the neutral grounds on Claiborne from Audubon to a few blocks past Ben Weiner Drive. (similar to what they had in Lakeview around St. Dominics) Let the city put in the automated parking setups like the lots near the dome; charging $5 for the day. City would get some revenue and people going to games would be a short walk away.

Zero chance this happens.
