People will watch anything if it's marketed well enough. Gambling and fantasy football have definitely kept the product alive and well even if the quality has dipped significantly over the past 20 years or so.

Pro Bowl was always the worse All Star game of all the pro sports. Doesn't matter how far you want to go back.
They should just name the best as Pro Bowlers and get rid of the game. Shedeur Sanders being named a Pro Bowler was the death knell for the game.
