It seems like scoring conditions wouldn't be too bad right now. The rain is still very light and the wind looks calm. The course isn't soaked or anything yet.

To be fair, he whiffed because he hit a tree branch on his downswing. But what I can’t understand is why he wasn’t trying to punch it out instead of taking a full swing.
