He got hosed on 11 and 15. On 11 he hit it directly in the fairway and it rolled 25 yards sideways into a collection area with about 5 divots in a small circle. His ball was buried in a divot. It led to double at 11, and then the USGA officials and their infiite wisdom to play Sunday of the US Open in a swamp went ahead and pushed him over the edge.

If somehow Tiger had managed to play and was leading with the same shot Burns had in the water, they would have given him relief before he had even asked.
