The question here is obviously if Davis lives up to his potential. If he does, every GM in the league will pick the big man over the small guy. History has proven that over and over. And it's been the formula to win championships

FWIW, Chris Paul's rookie PER was 22.1, and he came out after his sophomore year.

Assuming we are picking based solely on each guy's rookie season (otherwise it's a ridiculous question considering the difference in games played), I would have to go with Davis.
Davis doesn't need the ball to make his team better, but he'll still be one of the top scorers on the team. He'll be a 10+ rpg guy and one of the best shot blockers in the league, plus he's a more than capable free throw shooter.
