The point is neither should be penalties. The embellishment is supposed to be for when no infraction actually occurred or for when a guy tries to get a major called in place of a minor. Just because a guy goes down the tiniest bit easier or with the smallest fan-fare shouldn't be a penalty, especially not one that will be an off-setting penalty to negate punishment for a real infraction.
Clarify: Neither Haula or Wilson deserved embellishments. Reeves definitely deserved to be in the box for that punch to Wilson's face. I'm not trying to say anything about whether Reeves should have been penalized.
