It was both. The Saints were jobbed in sequence of bad calls that gave the 49ers the ball and extended their drive twice after 3rd down stops.
There were a lot of reasons the Saints lost. The refs were definitely one of them.
I don’t understand why so many people continue to defend the NFL in the face of so many terrible calls.

That’s crazy how all the various Saints opponents magically become incredibly disciplined when they face the Saints.

They did frick up one scoring drive and basically hand the 49ers a TD, but I wouldn’t say they cost them the game. Saints has plenty of opportunities.

Two very questionable 3rd down penalties that kept the niner drives alive (which they eventually scored).
Very questionable no holding call on the fake punt the Saints ran that would extended their drive.
Not to say the Saints didn't hurt themselves with pussy arse tackling against Kittle on that last drive. However, they aren't in that situation if the awful 3rd down calls weren't made in favor of SF.
The other two losses have no officiating to blame. Although there are stats to back up the claim that there is some shady officiating tactics for Saints games.

Personal foul on CJGJ was also total bullshite and turned a FG into a TD.
