If a tall kicker and short kicker have the same size foot, and kick with the same moment at their hip, I believe the short kicker gets more force on the end of his leg.

A moment/torque is a Force x Distance.
Thats assuming they would kick the same of course. Im not sure how being bigger could factor in to the strength behind kicking.

Using golf club shaft lengths as a comparison, they do get shorter (about 3 inches from a 4 iron to the wedges), but obviously the head angle is a huge aspect of the distance too. Furthermore, the accuracy increases as the distance decrease.

So my guess is that a taller kicker (assuming a longer leg) may be able to hit it farther, all else being equal, but that added distance is not that great, and not that important relative to accuracy.
