It's been the same for every domestic violence/sexual assault type issue in the country for the past 5 years. It's a hard conversation to have because 1. you want to believe a victim and 2. you want to believe in innocent until proven guilty. Those 2 statements are at odds in every one of these matters

that's not to say it's true or false... but again... innocent until proven guilty... especially if there is a history of recanting.
Having said that... we may be thinking of the wrong issue. Foster clearly put himself in a situation where he was hanging out with a woman that had previously accused him of assault and recanted. WTF is he still doing around her?
You have to question the judgement of someone like him. To me, THAT is the reason why, if I was an NFL GM, I'd stay away for the moment.
Hopefully the Redskins organization has someone really talking to him about making better life decisions regarding who he hangs around with.

They claimed his contract, they didn’t sign him.
It’s basically a calculated risk he gets cleared and they have him locked up on a 1st round pick’s contract vs what he could get as a FA.
Pretty sure SF eats the signing bonus by waiving him so Washington’s risk is mainly to PR.

Which means they don’t really take much of a risk by claiming this idiot.
He is relatively affordable and productive, they don’t have guaranteed money tied up in him, and they have him for 2.5 seasons at a reasonable rate if he works out.
