Question on the NFL Games Operation Manual and Fines Levied in the Past

First off, I don't care either way about the kneeling. If the players want to kneel they are more than welcome to. It doesn't bother me.
However, this is an excerpt from the NFL Games Operation Manual regarding the playing of the national anthem and the possible penalties that could be incurred for failing to adhere to the rules:
We all know the NFL supports Breast Cancer Awareness Month every October by the pink uniform accessories the players are allowed to wear. However, it appears this support is only given for 4 weeks throughout the season due to the fines they levied against DeAngelo Williams back in 2015:
So breast cancer awareness only matters in October?
What about domestic violence awareness?
Didn't the NFL just suspend Ezekiel Elliott 6 games for domestic violence? Why would they fine someone bringing awareness to this issue? Because of a rule regarding uniforms?
What about mental illness?
Again, this violated the NFL rulebook in regards to uniform wearing.
Where's the consistency here? It's not okay to violate rules regarding uniforms, but it's ok to violate other rules in the rulebook?
Seems kind of counterproductive to me.

Fixed the title to identify the correct manual. This is from Time Magazine:

Where is said manual? Why hasn't a copy been produced?
This Time article refers to the initial debunked article.
No other reporter is claiming their "sources" back this claim up.

It's not a PDF of the manual, but it's a pretty comprehensive review of what is in the manual from the NFL's own website.

They already covered this last year when Kaepernick was kneeling. There isn't any rule that states that NFL players can't kneel; however, the NBA does have a rule against it

Looking at the NFL rule books all it says is that players must be on the field 10 minutes prior to kick off. This is usually when the anthem is played.

The reason that they want players on the field is because they don't want to start of the game to be delayed if everybody is just chilling in the locker room during the anthem.
If they actually impeded the game beginning on time, that would provoke a possible fine, suspension or draft choice loss.

The anthem wasn't even played at every game until 2009.
