A balk occurs when a pitcher makes an illegal motion on the mound that the umpire deems to be deceitful to the runner(s).

Ryne Stanek vs Dodgers

Tyler Rogers vs Reds

Which move was intended to be deceitful to the baserunners? balks don't make any sense!

Stanek was a clear balk. What he did wasn't part of his normal routine, and you can't flinch like that. He wasn't doing it to be deceitful, but that doesn't matter.

What Rogers did was part of his normal routine of how he pitches, and he does it on purpose to be deceitful to the runner.

What Ty Floyd did picking off to first was not a balk.

Rogers lifted his leg, but from the back view it’s not apparent he motioned toward home plate. If that’s the case, correct call is no balk.

Stanek balked.

I wish there was a way for INTENT to be any part of the rule.

They're called as inconsistently and subjectively as pass interference... Especially when the third base umpire fricking calls it.

Yep. And there is a fair bit of ambiguity in the rule. Anyone thinking that they completely understand the rule as applied to every situation is kidding themselves.
