What action should be taken if a team is the winner of an overall weak conference. The goal should be to get the 4 (hopefully "an elite 8" sometime in the near future) best teams in the country, even if all 4 come from the same conference.

Then you are basically saying that some conferences will never get into the playoffs no matter what they do. If that's the case, why rank them at all? Just rank the ones you actually will allow in the playoffs.
