They just addressed this on the telecast when they were talking about the 670 yard Par 5 this week. Basically, the PGA tries to make the scores high in the US Open, but that doesn't mean the course is difficult. It is counterintuitive, but all the PGA really does is lower par. Sure they leave the rough long, but they don't make the course difficult. There is very little risk/reward.
Now, compare that to Augusta National, which is not incredibly long and most players can be on the par 5s in two, but if you take that risk, you can also easily score a 7 or 8. That is what makes a course difficult. However, the average viewer sees the US Open winner shoot a +2 over four days and thinks the course was tough. You can make a 670 yard hole a par 3 if you want, all the players still have to play it and it doesn't make the course any more difficult.
