Buffalo. The Sabres are one of the worst teams in the NHL while the Bills lost four consecutive Super Bowls and have the longest active playoff drought in the NFL. Plus the greatest athlete in their city's history is O.J. Simpson. It doesn't get more depressing than that.
This might be the winner. Some of the other nominees I've seen have something in living memory (Braves, Twins, Phillies, Heat, Rockets).

If it wasn't for the Phillies, I would have said Philadelphia, the Eagles and 76ers ain't won shite in forever.
But the correct answer is Atlanta...

ATL and Houston both haven't won anything since 95 sans WNBA and MLS

At least it's relatively easy to get tickets at practically ALL of Atlanta's pro sporting events.

Buffalo, because they have really dedicated fans, as opposed to San Diego.
As far as 3+ teams, I guess DC. Caps have been close and always lose early in playoffs.

Seattle Mariners. Haven't even been to the playoffs in 15 years. Never even made the ALCS.

Cleveland because they are still Cleveland.

Milwaukee, 45 years
With stellar play from Kareem Abdul-Jabbar when he was still known as Lew Alcindor, the Milwaukee Bucks won the NBA title in 1971. The Brewers have never won the World Series, but when the Braves played there, they won it…in 1957.
Cincinnati, 26 years
The Reds were the first all-professional baseball team, and were a major contender in baseball in the 1970s, when teams led by Pete Rose reached the World Series four times, winning twice. (The team’s last appearance, and win came in 1990.) That marks the last Cincinnati championship—the last time the NFL’s Bengals played (and lost) in a Super Bowl was in 1989.
Minneapolis-St. Paul, 25 years
All four major sports teams in the Twin Cities of Minneapolis-St. Paul go by “Minnesota” to make things easier, but they haven’t had much sports luck in a while. The last big sports triumph was when the Twins won the World Series in 1991. Neither the Minnesota North Stars or its replacement Minnesota Wild won a Stanley Cup, and the Timberwolves usually miss the NBA playoffs. An NBA team hasn’t dominated there since the pre-move Minneapolis Lakers won it all in 1954.
Washington, 24 years
As of this writing, the Washington Nationals (formerly the Montreal Expos) are in first place in the National League’s East division. If the Nationals go all the way to the World Series this year and win it, it would be the first in town since the Senators won it all back in 1924. As for its other teams, the Washington Capitols have never hoisted the Stanley Cup, the Wizards (formerly the Bullets) last won an NBA title in 1978, and the Washington Redskins won the Super Bowl in 1992.
Toronto, 23 years
Toronto is represented in all of the Big 4 except for the NFL. The storied Toronto Maple Leafs NHL team haven’t won the Stanley Cup since 1967, and baseball’s Blue Jays won their second of two World Series in 1993. That’s a championship drought of 23 years. (If you factor in the Canadian Football League, however, Toronto isn’t sports-starved at all. The Argonauts have won the Grey Cup 16 times, as recently as 2012.)
Atlanta, 20 years
Atlanta has teams in all four big leagues, but has won few championships. The Falcons have never won a Super Bowl, the Hawks have never won the NBA title (in Atlanta; they did when they were based in St. Louis), and the NHL’s Thrashers moved to Winnipeg in 2011 after seven uneventful seasons. The Atlanta Braves, however, won the World Series in 1995.
