GB spec teams players have no idea of the rules here. As soon as GB touched the punted ball, Phil player is free to pick it up with no downside. If he fumbles or is tackled for safety iplay id dead and phil can choose to have the ball ispotted where it was first touched and its philly ball 1st and 10. If its ruled it crossed plane its phil ball 1st and 10 at 20.
