Any team rumor involving him has to include the want of Skubal to sign there and their ability to pay him what he wants.
The dodgers meet both those criteria.
Tampa for instance might be willing to pay the trade cost but does he want to be there and will they sign him for what he wants? I highly doubt it.

No it does not

You might be right, I don’t think anyone knows what the market for him actually is.
It’s being reported that the tigers are asking that though.
My point is if you have to compete with other offers of even 1-2 MLB guys and/or prospects are you going to do that if you can’t resign him? I wouldn’t.

I hear you, but I have no doubt a Milwaukee or Tampa have aggressive interest and in my opinion they should. They are both serious contenders to win a title (with or without Skubal) and a starter like that can flip a playoff series.
They also both grow prospects on trees and won’t have an issue backfilling the prospect depth they give up even if the deal itself doesn’t look great on paper a few years down the line
In general him hitting the open market is priced into the trade for everyone, because even if LA or Boston deals for him he will almost certainly become a free agent. Deadline deals with an extension attached are just incredibly rare.

If you’re a Brewers fan and see the possibility of entering a playoff series with a 1-2 of Skubal/Miz, I don’t think the price is a big issue for you, even if he turns out to be a rental.
