That's an intriguing rule. I've never heard of it before. My gut tells me it's not too big of a deal, depending on how many extra games the kids are forced to play now.
The way I see it, things will even out in the end no matter what. The best teams will still win it all. You will never see a 3-7 team all of a sudden win state championship.
Also, to refute his point about playoffs being an accomplishment, that depends on the team. For some teams, absolutely. They can squeeze into the playoffs, lose the first round by 40 points. And go home smiling because they still made the playoffs. For the top tier teams, they don't view playoffs as an accomplishment. They have the view that anything less than a championship is a failure. So the only thing that really changes is for those lower teams, their goal probably changes to *winning a playoff game..

You sure about that? The only way the top 4 teams in each Region don't make the playoffs is if it only has 3 teams.

Who gives a shite. It's high school. If a 9-0 high school team loses to a 0-9 team in the first round it's fine with me.
