He was already that low before the QB began his slide. Guys tackle low all the time.
When the offensive player does that "crouch" down move to protect himself, naturally he lowers down his helmet (so that the shoulder can absorb the impact). THAT creates targeting in most of these scenarios. The offensive player should be penalized for the targeting when they do that.
