It is 100% on Tech. They know the rules in place, did they not? They made the decision to stall on the Independence Bowl, did they not?
100% the fault of Louisiana Tech's AD. He knew the rules in place, made a gamble, it blew up in his face. It is ALL on him. No one else can be blamed.

There's a difference between "accept this and we'll make the invite public in 30 seconds" and "yeah, yeah we'll invite you tomorrow or something"

There is no reason to say yes if the bowl you want to go to is saying they are going to invite you.
