Nah, the OP is right, it's going to be awful. You know Bill B is going to have challenging PI down to a science and will take advantage of the new rule. Games will be 5 hours and we'll be pulling our hair out watching the games.

If I understand correctly It can only happen a maximum of twice per game, so that’s a good thing.

Of course it’s going to suck. The only reason they’re doing it is to say “we care about the integrity of the game and are trying to fix things.” Knowing damn well that when they want to rig a game they’ll still be able to.
