Is there any prime CFB program who would hire Miles

Not with his salary demands, but that could be said for lots of coaches.

Give up a few examples of prime programs, because I'm almost certain your definition isnt the same as mine.

i doubt it. i also doubt many fans of big time programs would want him. whats his record in sec games last 2 years? the "young qb" argument is getting old. im also dumbfounded by the personnel decisions (whoever makes them) got the hot hand?? SIT ON THE BENCH

Explain why Miami fell off then, if winning and locale are all that is needed to recruit.

Most of the elite players in this class are from out of state.

I think he is more along the lines of an Ole Miss and Arkansas type of hire. He would be perfect in the ACC.
