i guess in the OP's defense, he thinks that redskins would need to ACCEPT the penalty due to the TD being scored, but whenever you have no timeouts left 10 seconds automatically runs off the clock

Right. If it couldn't end on an offensive penalty you'd simply instruct one of your players to have an offensive personal foul if you didn't score at the end of the game to give yourself another shot.

It's like a 10 second runoff inside a minute if the offensive gets penalized I believe

I'm pretty sure the runoff only occurs if the clock was already counting. it's so you can't use a penalty to trade yards for a timeout. since the clock was already stopped there's no penalty.
however since time ran out on the play (and they don't add time to the game after penalties). the cowboys had no time to run a play post penalty, hence the game was over.

Offense it can otherwise teams could keep getting penalties to keep the game going if they are on offense.

In the NFL it ends on an offensive penalty.
In the NCAA it only ends if the offensive penalty is intentional grounding.

The D could decline the penalty if they don't score, and the game would still be over.
I think the same rule as defensive should apply to offensive.

If you did that, then DBs would mug WRs in the waning seconds of the game with impunity. In otherwords, you would reward cheating.

The defensive rule should apply to the offense, not the offensive rule should apply on defense. So, IMO, the game can't end on an accepted penalty by either side.

The only way an offensive penalty ends the game is after the clock runoff or timeout taken
