The way I see it is Morey has decided he can't turn the team around the way he wanted to. He's been trying to build a playoff team without hitting rock bottom first. Certain teams can do that because free agents are lining up to sign with them, but that's not the case in Houston.
If they get Howard, they either convince him to resign and they build around him OR he leaves and the team is starting from the bottom and has top level draft picks to play with.
