Nope. The 2 end people on the line are always eligible. It's why you sometimes have random linemen having to report as eligible even when there is no chance they will go out for a pass.

I read through this thinking someone would copy/paste the actual rule from the rule book, but nothing so far. It’s like arguing for pages about what the Bible says but not bothering to open and read it.

The problem is the actual rule and how the officials execute the enforcement of the rule look at 2 different things.

so you can have a MAXIMUM of 4 backs, but there is no minimum requirement for backs.

well, somebody has to take the snap, so I guess technically you have to have at least 1.
