They just said the 2nd Chinese girl was "Age: 15" on tv (in text) next to her name.

Well, that's not illegal, you're allowed to be 15 at the time of the Olympics, as long as you turn 16 at some point in the calender year. So if she turns 16 in November or something she's fine.
ETA: I'm sure she really is like 12 or something, though.

Or in the case of the Chinese, if they turn 16 some time before next February.
But yeah, they're all 13 anyway.
