I’m not arguing they can’t determine who’s eligible, just seems like something they coordinated with the NCAA to try to putatively go after these guys. Notice the phrase I used is “collusion with the NCAA”

I get that, and it is more obvious. You may recall that when the USFL came about, the NFL used to not draft anyone until they graduated, then modified their policy after the USFL started drafting juniors. It's also part of the CBA now, but I have been convinced for some time that there is at least some collusion with the NCAA regarding the draft limits as well.

Why do you believe that it is collusion between the NFL and the NCAA? Seems to me that it is more of a demand from the NFLPA since they are the ones with the most to lose.
The NFL has the most to gain by allowing younger players in who would potentially replace a third year player making that player ineligible for pension which would save the NFL $25K per year in lifetime pension payments.
Slowing down process allows more players to receive a pension for NFLPA members in the long run.
I fail to see the upside for the NFL to prevent players to come when they are ready.

It is now, but the NFL had been limiting this for 30 years (1926) before the NFLPA (1956) even existed. It was almost 40 years after the NFLPA came into existence that it became part of the CBA (1993)

Yet players can beat their wives/girlfriends/people in general with minimal punishment. Seems the NFL is pandering here to keep good faith with its free to use minor league system. No doubt collusion is at play. The entire uproar over these guys has been collusion. Hope their lawyers investigate throughly, find the facts needed and take money from all of them. There's bound to be deep throat in the conference headquarters somewhere.

Do you know the NFLhas been limiting who they can draft out of college since 1926, (it was seniors then). and the first CBA to address that was in 1993.
Learn some history kid.
