Have you ever worked in project management?

Every project has 3 constraints (time, scope, and money) two of the constraints will dictate the third. I’m assuming that the scope isn’t changing because of this halt, the timeframe to get the project done is changing because the number of working days is being shortened, therefore the amount of money that it will cost to get the project done will have to increase likely due to increased resources.

On another note…. Why are the Titans already building another stadium? Their current one can’t be that old and outdated. It seemed fine to me when I went a few years ago

Their current stadium is in fine shape, I guess it was built about 30 years ago. But the new stadium is going to be enclosed. They want to host super bowls, and hold concerts year around there.
