There are only 12 NBA players under 6'1" and to be in the NBA you are an above average athlete at a minimum.
These are the current players under 6'1". All can dunk.

Not necessarily. A dunk is a high % shot.
The "glorification" of the dunk is one of the worst things to happen to basketball at the lower level (college and below). Guys can still shoot in the NBA. In college there are several guys who are great dunkers, but couldn't hit water if they fell of out boat from 6 ft and out. Many games can get flat out ugly with guys consistently clanging mid-range jumpers

At LSU, I saw Big Baby pick a guard's pockets, go on a fast break, then get rejected by the rim. One of the strangest sequence of events I've seen in a bball game.
