Local radio host is asking if A&M, given their resources, location, fan support, facilities, etc., could be the most underachieving football program in history.

All of those programs have national titles, whereas A&M does not.

Some of them should have more though.

sounds like the local radio host is another guy that thinks "history" started 20 maybe 25 years ago
A&M is certainly underachieving coincidentally (or not) the last 15 years or so since they fired RC, but historically they are not close to the most underachieving.

Michigan has a shared title and that's it. Bo never even won one.

The general list of blue bloods looks something like
Michigan
Alabama
Ohio State
Oklahoma
Notre Dame
Nebraska
USC
Texas
Texas and Michigan stand out as teams that rake up a lot historical wins to bad Wisconsin era and SMU/tcu/Baylor/rice but don’t have the titles to back up the blue blood status

Played them 75 times and A&M has beaten Arkansas 7 times in a row, still trail in the series by double digits.
