Michigan has always been Michigan. A&M as a humongous state school with a lot of resources to put into football and actually challenge schools like UT on the recruiting trail is relatively new, like only since the mid 70s

Ohio State has more consecutive 11 win seasons currently than Michigan has in their entire history.

I would say that it is now Texas A&M as the most underachieving program and maybe South Carolina behind them.

I would say that LSU from the 70s until Saban arrived was the most underachieving program. Saban won a NT and made them contenders and the rest is history.
