Willing to admit I don't have all the facts right now.

Seems like he left early to me. Seems like Race Director should have called it much earlier.

Races in the past have done exactly what happened today due to out lap crash.

Rule 45.1 should be applicable if all the cars returned to the grid. The RD turns on the aborted sign and the green lights. This will be the offramp the stewards use.

I agree.

45 as a whole references an extra formation lap. Once the grid had returned there was limited outs on what to do.

Seems like 46 is the rule that they meant to enact, delayed start, but instead did aborted start.

Race control chose some medium of 10 minute instead of the prescribed 5 minute.

yeah, both things can be true. Max drove a historical race, and Lando got screwed by the red flag. I give Max huge props for what he did. I also see Lando's POV.

One of the all time drives we have seen. Not sure any of the historic drives haven't been helped by a bit of luck. Doesnt make them any less impressive.

Noting confusion and timing. Think that is about to be the wording for the other decisions.

Carlos let off with a warning for driving off after the stewards landed assistance.

Noted confusion from Carlos even though he removed the steering wheel.

Sounds like "confusion" is the stewards' word of the day to minimize consequences.
