So they fumble the punt, and UT still couldn't block it. And then UT let the punt just roll around for 10 seconds....

Because the play isn't dead until there's possession by the recieving team, or contact by the kicking team.

He had to make sure that no TAMU players touched the ball - if they did, the clock would have stopped and UT could have run one play.
