When do you think that will be happening? The government might make it extremely prohibitive but in reality we are a long long way from running out of oil. We do need to come up with a new technology but this isn't like a dire emergency.
EVs with current technology will have a place for in town commuting. There might be limitations for longer travel if we cannot develop new battery technology or faster recharge/battery swap technology. I think by the time oil is gone there will be plenty of options. Those options will not be ready in time for our government's arbitrary prescribed dates of getting rid of ICE vehicles.

Population density or its lack dictate the economic practicality of passenger trains. America is too big for most passenger trains to be economically viable.
That said, I can take the Acela from NYC to DC in shorter time and more comfortable too from Penn Station to Union Station. It takes 3.5 hours town center to town center.
To fly from NYC to DC takes an hour or two longer due to travel time to and from airports and airport security delays. The flight is short, but the overall process takes longer.

I rode the Bullet train in Japan from Osaka to Tokyo. A lot of the Bullet train's tracks were actually on bridges. That's a big expense.

The future isn’t traditional trains but I do think hyperloop has real potential. If I could do a trip in a pod with 4 people total that goes over 200 mph with no TSA, I would definitely do it. Particularly for anything within 800 miles of my location.

I used to love the idea of a hyperloop, but the logistic practicality of keeping hundreds/thousands of miles of tubing in a state of near vacuum strikes me as even more unreasonable than US high speed rail.
