I know we are talking about this drug, but other drug related deaths compound the issue.
Another issue is abortion. Not getting into agreeing with or disagreeing with. We have, however, encouraged that. 880,000 abortions were performed in the United States in 2020 alone.
In 2005, there were an estimated 1.2 million abortions in the United States. Those would be 20 years old now.

Like a concept of a plan? Where is this process codified? Are there any penalties if they do not perform in a certain amount of time?

Like a plan to move some or all operations to the USA with a financial agreement. That could be purchasing land to build on, or buying up and company, or a building with detailed business plan.

It's a moot point now that it's paused, but I would imagine that would trigger a renewal of the tariffs against that company.

iMO the OP is just trying to make a case that #47 policies won’t crash the economy and tariffs is just a part of this plan.
