For a while there were some conversions of these types of industrial shops to a "rent as you need" type of workspace. Basically you have a lot of small equipment like lathes, saws and welding machines that people could pay money to use on site. They come with their projects, rent a space and equipment and you make profit. Not sure if this model is thriving or not still.

The real estate prices in the area these shops are in is just getting stupid expensive. The shop can move somewhere outside of the city and pay half the cost of rent. Of if they own the building, they have to be seeing $$$$ now about selling.

OP, I would have liked your idea 10 years ago. This may be a little too late to be getting in the game, especially if the building has to be preserved as it sounds like it is. Thats going to be an expensive arse project.

I would like to take an old town square and convert into a retirement center with shops and all the trimmings. The ones we have are free standing entities on the periphery of town. I envision reclaiming existing structures, downtown, and converting to residential housing. Would zone the area with an eye toward retirees, such a pedestrian and traffic flow, and would partner with commerce but not at the expense of excluding non-retirees.

We converted the innermost area of the grounds at the State Hospital to resemble a Town Square, using existing buildings, as a method for rehabilitation. The area had served as medical services back in the day. We stood up a theatre, library, pharmacy, court room, bank, clothing store and the likes. It served as the focal point for many rehab activities. During the holidays the building rooftops are strung with lights and is absolutely beautiful, very serene

I'd turn it into a coworking space. Bring in some really high quality, high end business equipment with an emphasis on digital media content creation and then just hardcore mobile office space use cases (realtor needs a place to sign an agreement to list, notary needs a place to meet for biz, sign contracts, etc). I'd charge hourly, daily, weekly, monthly and annual rates and then create a board of members who could grant scholarships to access some stuff for students or budding entrepreneurs.

I'd open up a 24 hour a day coffee and sandwich shop inside of it. I'd get permits to allow food trucks to park nearby or on the premisis. I might make it big enough for folks to come in and eat. Not a kitchen per se but a place to congregate and sit down if they wanted.

Then I'd recondition some space and make soundproof rooms and bring in musicians to offer group and private music lessons, charging a nominal fee and in some cases offering subsidized time to maximize their profits if they would offer to provide entertainment options or work with digital content types to provide collaboration activities with the folks using the coworking space to actually create content. These folks would be eligible for "scholarships," as well.

Then I'd create a small bar in whatever space was left. I'd leave it kinda dumpy, really dark and keep the selections simple and cheap. It would not be modern and it would not be chic. Just a total dive. Lots of Outlaw Country and Rebirth Brass Band on the jukebox.

This is all off the top of my head. May be crazy but I feel like Music and Tech are huge areas that can feed off each other in a place like NOLA if you can put them in the same place at the same time in the right setting. The coffee and sammiches and food trucks bring everyone together and in to the place in general. I also feel like-if it's successful-I wanna place to drink while I'm there.

It's been done but if the building has historic or different "character" it would likely be a good canidiate for an event venue (reception hall, small concerts, etc)

Mixed use...apartment/condo upstairs and shops/restaurant/office on first floor.

I'd turn it into a venue space. Cheap and easy. Look into what The Chicory charges for a reception (it's a shite load) and they're busy as hell. Sounds like you have enough land for an outdoor space too.
