I think there is a state wide Angel Investor network. I know for sure BR and NOLA have it. Not sure where you are located but the Tech Park in Baton Rouge may be able to help. Also the LSU Business Innovation Center.

This is all great and I guess it answers the question asked in the initial post, but none of it matters if you're not prepared when you get in front of these people. Especially actual investors. I would be leary of any public or state run organizations. The people in charge of these are usually just pencil pushers who are gatekeepers to those who you really want to be in front of. Again, if your startup is an actual business, the real investors will be coming to you.
Everything I have posted is the stuff nobody wants to tell you or believe when it comes to start up entrepreneurship. I'm trying to save you a few steps.
For what it sounds like you're looking for, my suggestion would be to reach out to 1MC BR ( 1MC BR Site), pitch there (First slide needs to be users/revenue), and let all these organizations introduce themselves to you after.

New Orleans, Lafayette and Baton Rouge all have Angel groups. Shreveport has some significant funding for startups as well. Innov8 Acadiana is a start up accelerator on Lafayette

1Million Cups isn't meeting right now, we are hoping to get it back up in a couple of months. Check out pitchbr.org, I help organize that too, we have an event Sept. 14 at Pelican House.
