This feels like the answer. Daniels is trying to throw from the pocket, like people wanted. Top receivers get top coverage. They're covered clearly. Thus check down. Good decision making.

A check down to the TE is not a bad thing, but when he has numerous drops & doesn't exactly have any speed, a two yard gain on a catch is no better than a short running play. We need a receiver or two on short crossing route, since JD is not going to wait on a longer route to develop.

Because he’s open a lot

The QB can’t throw an accurate pass

The TE cannot catch the ball

We will figure this out
