Yes, Bo Rein was highly regarded by most and considered a brilliant young coach.

Didn't Rein place a very strong emphasis on a having a dominant running attack, so developing a strong passing game was a very low priority?

Yes. His single season ac OC at Arkansas they only had 837 yards through the air and 3523 on the ground.
