Yes, but LSU at least has a chance in a bidding war against Houston. I'm not sure you could say the same if we were competing with Texas for his services.
Granted, Houston's endowment dwarfs LSU. Plus, the Houston metro shits all over Baton Rouge despite some of its pleasant south Louisiana quaintness. But at the end of the day, we're still talking about Houston and the AAC.
If Houston is extended an offer to the Big XII and Houston really decides to invest wholeheartedly into their athletic department, then this entire narrative shifts. But until then, LSU still holds the upper hand.
LSU's facilities, fanbase, history, pedigree, and athletic budget all trump Houston. Some might argue that LSU even offers greater recruiting resources, but we're talking about the state of Texas here. Hell, the New Orleans metro is within a 6-hour drive of Houston's campus.
I don't see Herman as a Christ Petersen or Gary Patterson type. I see him as a businessman, and an opportunist. This is his sixth job since 2001. He's been slowly climbing up the rungs of the college football ladder with the intent of reaching one of the more highly coveted and lofty positions. LSU might not be USC, Texas, Florida, Ohio State, or Alabama, but they are not far off when all cylinders for the program are firing at full capacity.
If Charlie Strong finally turns the corner at Texas and produces, at worst, a 9-win program that will challenge for the conference title, then LSU will be the most coveted position in college football this offseason.

It's not asinine to write him off. He shouldn't even be considered. There are much better options out there that aren't Mullen or Gundy.

As a OC, sure.
And I'm not fan of Mullen either.. or Gundy..
Along those same safe lines would probably be Fedora. I don't want him either though.
LSU can make a bigger hire IMO.

He went 34-19 at Southern Miss, upsetting Kevin Sumlin's undefeated Houston Cougars to win the conference championship before eventually finishing 12-2 in his final season in Hattiesburg. The very next year, Ellis Johnson promptly went 0-12 with a team that just won 12 games the year prior.
At UNC, he became the first coach to win double-digit games in a single season since Mack Brown in 1997. He pushed last year's national runner-up, Clemson, to the brink in the ACC title game. He is the only coach in UNC's modern era to post winning records in his first two seasons as head coach, and he did it in the wake of NCAA sanctions brought about by Butch Davis.
He has a phenomenal staff, and an interesting offensive approach.
If he can replicate last year's success and produce a 9-win or better Tar Heel team, then he certainly seems like one of the best backup options.

Fedora definitely has to be on the list but I think people are turned off by his pass happy offensive style.

Like most great offensive minds, I would hope he and his staff would be flexible and adaptive enough to implement the necessary gameplan needed to succeed in the SEC. And to be fair, Elijah Hood has been a disappoint in many respects. If Fedora had a tailback of Fournette's caliber in his backfield, I'm sure he would place a greater emphasis on his rushing attack.

We can and should target Jimbo, but I don't think he'll give us the time of day. We'll see, though.
Larry Fedora wouldn't be a home run hire to most, but it wouldn't surprise me if he was one of the first guys we looked at. If you look at what he did at Southern Miss and North Carolina, it is pretty impressive no matter how you slice it. Also, the idea of an offensive-minded coach like him would be a nice change.
Jim Mora is another guy who hasn't had a ton of success at UCLA, but he hasn't exactly been bad, either. He recruited Rosen there, who will probably be the first QB taken in the 2018 draft. Obviously, he has some ties down here, and it would be interesting to see what he could do with players that are probably a step up from what he's got at UCLA. He's 54-years old, but I don't really see a problem with that.

You can ask Patterson, but I don't see him realistically leaving there.
I do like how he has proven he can win with defense, and then also by spreading it out and winning high-scoring games. Not stubborn and willing to adjust.

I think our fanbase wants to see balance. I don't think anyone wants to abandon the run, especially with the RBs we tend to sign.
